Forensic Psychiatrist
Dr Phillips is a Consultant Forensic Psychiatrist who specialises in medico-legal assessments. Qualifications include a Bachelor of Medicine, Bachelor of Surgery, with 1st class Honours (Monash University, 2000); Masters of Psychological Medicine (Monash University, 2007); Fellowship of the Royal Australian and New Zealand College of Psychiatrists (RANZCP, 2008); Certificate of Advanced Training in Forensic Psychiatry (RANZCP, 2008); Graduate Diploma of Forensic Behavioural Science (Monash University, 2010); Certificate in Medical Evaluation (Australasian College of Independent Medical Evaluators, 2023); and accredited membership of the Faculty of Forensic Psychiatry of the RANZCP.
Dr Phillips has extensive clinical experience in forensic psychiatry. Following completion of internship and basic psychiatry training at The Alfred Hospital in Melbourne, Dr Phillips completed advanced training in forensic psychiatry at the Victorian Institute of Forensic Mental Health (Forensicare). Following obtaining fellowship of the RANZCP Dr Phillips worked as a consultant psychiatrist on the acute male inpatient unit at Thomas Embling Hospital (Victoria's High Security Forensic Hospital) and was the visiting psychiatrist to both Ararat and Loddon Prisons.
Dr Phillips was employed as a Forensic Psychiatrist at the Queensland Community Forensic Mental Health Service (CFMHS) from 2009 until 2023 with clinical roles across the Court Liaison Service (CLS), Community Forensic Outreach Service (CFOS) and the Police Communications Centre – Mental Health Liaison Service (PCC-MHLS) including Mental Health Support to Police Negotiators Program.
Extensive experience has been obtained in providing psychiatric reports and expert witness testimony, via operating a part-time private practice since 2011. This has included providing Court Examination Order reports to the Mental Health Court and a variety of reports provided for Legal Aid Queensland, the Director of Public Prosecutions, the Parole Board and the Mental Health Review Tribunal. In addition, Dr Phillips provides reports and expert witness testimony to the Supreme Court pursuant to the Dangerous Prisoners (Sexual Offenders) Act 2003.
Dr Phillips is experienced in the use of a range of risk assessment tools for physical violence (Historical Clinical Risk-20, HCR-20), sexual violence (Sexual Violence Risk- 20, SVR-20; Risk of Sexual Violence Protocol, RSVP; Static-99R; Stable; and Acute), stalking (Stalking Risk Profile, SRP), intimate partner violence (Spousal Assault Risk Assessment, SARA) and threat assessment (Terrorist Radicalization Assessment Protocol – 18, TRAP-18). Training and clinical experience has been obtained in the assessment of other problem behaviours including fire-setting, sexual sadism and psychopathy (Psychopathy Checklist – Revised, PCL-R). Dr Phillips has been trained in the use of the Psychiatric Impairment Rating Scale (PIRS) via AMA Training.
As the previous Queensland Director of Advanced Training (DOAT) for Forensic Psychiatry for the RANZCP from 2016 until January 2023 Dr Phillips was responsible for co-ordinating sub-speciality training in forensic psychiatry. In addition, Dr Phillips has been involved in teaching of general psychiatry registrars and organising the Queensland Bar Association Junior Bar Advocacy Course (Cross Examination of Experts).
Dr Phillips is a current member of the Queensland Branch RANZCP Faculty of Forensic Psychiatry Sub-committee and the Queensland Branch of the Australian and New Zealand Association of Psychiatry, Psychology and Law (ANZAPPL). She is also a member of the American Academy of Psychiatry and the Law (APPL) and the Medico-legal Society of Queensland.
Referrals For MedicO-Legal Assessments
For Legal Professionals
Dr Jane Phillips accepts referrals from lawyers, tribunals, agencies and courts for criminal and civil matters. Dr Phillips only assesses adults and does not accept referrals for children or adolescents. Dr Phillips does not accept referrals directly from the person being assessed.

Appointment Information
Parking
There is no on-site parking. Paid parking is available in a variety of local car parks, including Wickham Terrace Car Park, Astor Terrace Car Park and Cornerstone Car Park.
Public Transport
Brisbane Clinic is conveniently located directly across from Central Station. There is good public transport via bus and rail. To plan your journey, please contact Translink on 13 12 30 or visit their website.
Minors
Please do not bring children to your appointment. There are no child-minding facilities. The assessment will not be able to proceed if unaccompanied minors are brought to the assessment.
Upon Arrival
Please see the receptionist at Brisbane Clinic on arrival. You may be required to complete a client details form. You will need to provide photo identification and a copy of your identification may be taken and held on file for verification purposes so please bring your Driver’s Licence, Passport or 18+ card. If you wear reading glasses or use hearing aids, please bring them with you to your appointment. You will be directed to the waiting area.
Appointment Duration
Generally an appointment will be 2 - 3 hours. Occasionally, the appointments may run longer than the allocated time or you may be required to attend a number of appointments with Dr Phillips. For clients who are being seen more than once, please be aware that your legal representative will be able to confirm the dates and times of the follow up appointments.
Recordings
Dr Phillips does not consent to interviews being recorded.
Reports
A copy of the report will be forwarded to your legal representative once it has been completed and finalised.
Video Conferencing
Video conferencing assessments are available on a case-by-case basis if clinically appropriate.
Interpreters
If an interpreter is required, a qualified interpreter should be pre-arranged with the person making your appointment for the duration of the interview. A relative will not be suitable..
Support Person
You are welcome to bring a support person to the appointment, however, it is important to note that it will be necessary for Dr Phillips to conduct the interview alone.

Dr Phillips is based at Brisbane Clinic. Brisbane Clinic is a medical specialist centre housed in a beautiful heritage listed building established in 1930. Dr Phillips’ room is on the Ground Floor.
